Sandy Perez Rousseau

Sandy Perez Rousseau- works at the U.S. Consulate in Monterrey as a Labor Attaché to Mexico, under the the Office of Trade and Labor Affairs in the Bureau of International Labor Affairs at the U.S. Department of Labor. Sandy has more than seven years of experience working in the State Department. Her last position was in the Office to Monitor and Combat Trafficking in Persons (J/TIP), where she served as a policy and reports officer for Canada, Mexico, and Central America and as the lead program officer for the Western Hemisphere. In the summer of 2019, she served on an overseas detail as Acting Deputy Political Counselor at the U.S. Embassy in Panama covering political-military, human rights, human trafficking, and migration issues. Sandy also served in the Bureau of South and Central Asian Affairs (SCA) as an Economic Desk Officer and in the Bureau of Oceans, Environment, and Science (OES). She also worked at the United Nations Environment Programme in Paris and at various international human rights organizations.

Sandy was named a 2020 Latino Next Generation National Security & Foreign Policy Leader by New America & Diversity in National Security Network. She was the Vice President for Civil Service of the State Department’s Hispanic employee affinity group (HECFAA) from July 2020 - December 2020. She is a 2020 ICAP/State Department Fellow. She received her Bachelor’s Degree from the American University of Paris and holds a Master’s Degree from the University of York (UK) and Middlebury College. She speaks Spanish, French, and intermediate Portuguese. She is a recipient of the State Department’s Superior Honor, Meritorious Honor, and Franklin Awards.
