Dr. Carolyn J. Washington

Dr. Carolyn Washington, a retired Army officer (Colonel) is a member of the organization Women of Color Advancing Peace and Security (WCAPS) where she co-chairs the Defense &
Intelligence Working Group. She is an accomplished former senior Foreign Area Officer (FAO)
and military diplomat with extensive joint strategic experience working in Europe, Asia and
Africa at U.S. embassies, major regional military combatant commands, and international organizations such as NATO, the United Nations, African Union, European Union and Organization for Security and Cooperation in Europe (OSCE). Specific assignments include the U.S. Embassies in Austria, Serbia, Slovakia and Norway; 3d Turkish Corps (NATO); U.S. European Command (EUCOM) and Africa Command (AFRICOM) where she engaged with partner nations in advancing U.S. national security interests and promoting global security, stability and prosperity; and the George C. Marshall European Center for Security Studies.

She holds a PhD in Global Gender Studies from SUNY Buffalo where her research focused
on the landmark human rights document-United Nations Security Council Resolution (UNSCR)
1325 on Women, Peace and Security and its integration within NATO militaries. Additionally,
she has a Master of Arts in National Security Affairs (Naval Postgraduate School) and a Master
of Strategic Studies (Army War College).

Dr. Washington is currently an adjunct professor at Florida State University’s Emergency
Management and Homeland Security Program where she teaches a course entitled “Women,
Disasters and Conflict.” She also serves as a co-chair of the Executive Committee of the Civil
Society Working Group on Women, Peace and Security at the U.S. Institute for Peace.
